If you have purchased a dog from a pet store or disreputable breeder, and are having unresolved issues with the dog, you can file a complaint with the American Kennel Club (if the dog comes with AKC papers) or Office of the Inspector General USDA (for breeders/pet stores/brokers who are USDA licensed or should be) and the Better Business Bureau (for the city/state where the breeder is located). A Google search of that business will warn others of the bad practices that lead to these problems.
